1. Did they fix some of the stability issues? From what I hear the beta (when it first came out) was unusable
2. Is dark mode just the menubar and dock, or did they finally extend it to change the window chrome as well?

just menu bar and dock as far as I know.
As for the stability issues, I'm using it right now and nothing catastrophic has happened, a few little visual glitches here and there, but nothing really to complain about.

Do you use any video editing software? I'm interested in support for Adobe Premiere. Avid is always good about letting everyone know what versions are compatible, but in my experience Adobe tends to lie and let people complain later when it doesn't work.

Nope. I haven't even downloaded it. As a developer, I get the notifications, but I wait until it ships.
Why? Apple isn't done with it until that time, and tweak it until the very last minute. I'm a Mac integration engineer for a fed.gov agency, and none of the 3rd party vendors (active directory, AV, encryption, VPN, patching, etc) touch it until it's released.
We just released our gold Mavericks image last month, and our VPN folks still don't have a client for us.

I do not at the moment. From what I could imagine, it should work as my image editing software works pretty well without update

not really unless you want to try cloud drive, but that's not really useful unless you have iOS8, and if you do it will erase all of your data.
It does look better thought, so if that's important to you then yes.
